Bridge Inspection Standards & Reporting (Ireland)

Bridge inspection in Ireland follows a clear hierarchy of standards, types, and reporting requirements. A drone-based inspection can satisfy many of them, but not all. Here is what an asset owner actually needs.

The governing standards

Irish bridge inspection is primarily governed by:

  • TII Publications (Transport Infrastructure Ireland) – the DN-STR series for national and regional roads. Specifies inspection types, frequencies, and reporting formats.
  • BD 21 / CS 450 (UK Design Manual for Roads and Bridges) – referenced by TII for assessment methodology on existing bridges.
  • EN 1990 and EN 1991–1998 – Eurocodes for structural assessment.
  • CIRIA C744 – UK-origin but widely referenced for concrete bridge inspection and repair.

The three inspection types

General inspection (TII: every 2 years)

A visual walk-around from ground level and deck level. Intended to identify obvious defects (spalling, cracking, scour, missing fixings, vegetation growth). Traditionally done by a qualified bridge inspector with a clipboard; increasingly done with drone-captured imagery that an inspector reviews office-based.

Drone suitability: high. A 4K drone flight at close range captures defect-grade imagery of the full structure in 30 to 60 minutes. An inspector reviewing georeferenced imagery catches defects the walk-around would miss.

Principal inspection (TII: every 6 years)

A close-range, hands-on inspection of every accessible element. Designed to catch things a general inspection cannot: hairline cracks at 0.1 mm, hollow-tapped concrete, bearing condition, expansion joint detail.

Drone suitability: partial. A high-resolution drone survey (Zenmuse P1 at 10 m standoff) captures 0.1 mm crack imagery. But hands-on tasks – tapping for delamination, probing bearings – still need a rope-access or Under-Bridge Unit team. In practice, the drone provides the first pass and the hands-on team focuses on flagged defects.

Special inspection (post-incident or condition-triggered)

Ordered after impact, flood, fire, or discovery of significant deterioration. Scope varies. Usually combines visual inspection with material testing (cover meter, half-cell, chloride) and load assessment.

Drone suitability: high for the inspection phase, not applicable for material testing.

What a compliant defect report contains

A bridge inspection report that meets TII and asset-owner requirements includes, at minimum:

  • Structure identification – OBN (Ordnance Bridge Number) or asset register ID, chainage, GPS coordinates, photograph of nameplate or painted marker.
  • Inspection type and date, plus the inspector’s competency evidence.
  • Element-by-element defect schedule – each defect classified by severity (usually 1 to 5) and urgency of action.
  • Photograph of every defect, with scale reference and location on the structure.
  • LiDAR or laser scan of the full structure where deformation monitoring is required (typically 1 to 5 mm point spacing).
  • Recommendations for remedial action, priority, and suggested inspection interval for review.

The underwater half of the job

Every river and coastal bridge has an underwater portion that a drone cannot see. Scour, pier undermining, apron erosion, and fender damage are all below the waterline. Irish bridge owners increasingly commission ROV (remotely operated underwater vehicle) inspection alongside aerial drone inspection for complete structural records. Data format expectations

A drone inspection delivery should arrive as:

  • A PDF report with defect schedule and annotated photographs, ready to attach to the asset management record.
  • A georeferenced orthomosaic or 3D model (GeoTIFF or OBJ) that the asset manager can click through to find each defect in context.
  • Raw imagery archive (JPEG or DNG) so a future inspector can re-review if scope changes.
  • LiDAR point cloud (LAS/LAZ) where deformation monitoring is specified.
